Twisted Apologies Used As Psychological Warfare Continues

In the previous message we learned about the two written apologies by the U. S. House Of Representatives and Senate. This additional information provides greater context.

H. Res. 194 (110th): Apologizing for the enslavement and racial segregation of African-Americans.

The “H. Res.” in “H. Res. 194” means this is a House simple resolution in the United States Congress. A simple resolution is used for matters that affect just one chamber of Congress, often to change the rules of the chamber to set the manner of debate for a related bill. It must be agreed to in the chamber in which it was introduced. It is not voted on in the other chamber and does not have the force of law.


S.Con.Res. 26 (111th): A concurrent resolution apologizing for the enslavement and racial segregation of African Americans.

This resolution was passed by the Senate on June 18, 2009 but was never passed by the House.

The “S. Con. Res.” in “S. Con. Res. 26” means this is a Senate concurrent resolution in the United States Congress. A concurrent resolution is often used for matters that affect the rules of Congress or to express the sentiment of Congress. It must be agreed to by both the House and Senate in identical form but is not signed by the President and does not carry the force of law.


Based on the information above and the previous message, some additional thoughts have occurred:

1. Acknowledgment is not apology.
2. Africans are one people worldwide. You can't even begin to do right by one group of us and not do right by our other family groups worldwide. Anything short of this is unacceptable and our insistence will not be reduced.
3. These apologies really aren't “official.” They carry the weight of a note scribbled on toilet tissue as opposed to an affidavit.
