Who told you that?Where did you get that information?
What is that statement based on?
Is is based on an analysis of all men in all cultures for all time?
What is the sample size?
What are the demographics of the study group? Who do they vote for? Are they a racist?
What does mature mean? Physically? Mentally? Emotionally? Spiritually?
When does this fast track maturity of females take place?
Is it from about 12 to 40?
How long does it last?
Does the gap remain forever?
If this turbo boost of maturity is tied to menstruation, then it must slow way down at menopause.
What is it about two X chromosomes that causes this supposed faster maturation?
If in fact women mature faster than men, then shouldn't females be in charge when they are younger and men should be in charge when they are older?
Also, since they are more mature, females should be held to a higher culpable capable standard earlier in life, shouldn't they?
If you rely on doesn't-hold-up-to-scrutiny-information from the Academy's experts, then, oh well.

In your brand of science, did you account for family factors and dynamics? Did you account for cultural factors? Both of these most definitely socialize females and males differently.
Could it be that expectations for females to be more responsible, happen at a much earlier age? Thus they are trained earlier in task performance and independent thinking?
