No matter what logic (information, knowledge, belief) you have, none of it will automatically cause you to acquire, fix, update logic you don't have.
Likewise, no matter what logic you don't have, it will not prevent you from acquiring new information.
Over and over we see the results of someone who has knowledge in one area, but lacks fundamental knowledge in a related area.
Logic does not automatically transfer; however, process does; therefore those who do have knowledge but have significant gaps in other understandings, lack the process, thus acquired what they know through a suboptimal process. This is true for almost all of us. It's how we've been educated by our suboptimal societies. Most of us must rely on self-study as as primary means of overcoming thought processes that lead to dead end conclusions, and worse, cause us to rely on belief without following the supreme scientific method.
This then has caused things such as the NTSB, National Transportation Safety Board, to be a federal organization that has power but no authority. This has caused them to make many safety recommendations that are only implemented after more avoidable tragedies take place. Some are never implemented. The NTSB has the power to investigate and be in charge of finding cause and effect; however they have no authority to make anybody do anything. This then is due to a suboptimal process by which the entire government and society operates by. The evidence is everywhere that there are broken processes and lack of knowledge that brings wholeness to understandings.
In a search for the NTSB, it is not a simple task to get a simple answer. It appears the NTSB is not part of the Department of Transportation however the DOT does audit portions of the NTSB's activities. It seems the NTSB reports to Congress. Therein lies the crux of the problem. The authority to enact the recommendations lies with Congress, thus safety becomes a political issue and lobbyist business special interest issue. This is in fact the basis of all processes within suboptimal societies. And this is why logic is not automatically transferable. It would be in an optimal society, a society that is highly advanced.
The same limitations apply to the African Union (AU). It gets its power from the 54 member countries in Africa, but the AU has no authority over the 54 member countries. It is not independent. And neither is the NTSB. The way the AU is constructed is the same as the Commissioner of the NFL, NBA, MLB and most certainly the NHL and other sports leagues. All of these positions are created by the owners of the teams.
